The school- based curriculum has become an important part in the field of the reform of the curriculum. The development of school-based curriculum must have a deep effect on the whole reform of curriculum. Many primary and middle schools in our country have done the development work of the school -based curriculum. Meanwhile they have got some achievements but it is not enough in the research and introspection of the realization and practice. Schools teachers and students haven't entered the role the supports and guidance of our country is not enough and reasonable evaluation system hasn't been set up, the school -based curriculum is an important task to schools. The idea and theory to show that we are provided with the reform of the curriculum don't really base themselves on promoting the development of the whole quality of students.To teachers owning more power to make their own decisions in curriculum is of course what they expect. But they have no developing techniques of curriculum, nor energy of the development of curriculum, nor evaluation and encouragement of the development of curriculum, only dealing with the task. The school should be the best beneficiary and students certainly welcome the development of the school -based curriculum, but they devote less time to it because of the heavy pressure of the College Entrance Examinations. Because schools have no regular programs of the development of the school -based curriculum., the students' interest and demand don't really reflect in the development of the school -based curriculum. The development of the school textbook curriculum is restricted by many factors, so the research and introspection of the theory and practice of the school textbook curriculum is necessary and has no way to be avoided. We think that we must set up the correct developing concept of teachers and students and reasonable evaluating system in order to promote the development of the school -based curriculum.
