With the opening and reform pol icy, especial ly after China' s entry into WTO, China has witnessed rapid development of economy and is on the way to the world "processing factory" . Higher education has become more popular with the demand of talents increasing. The educational field develops toward the comprehensive university, the restraints on the higher teacher- educating will be got rid of gradually and the demarcation between the teachers colleges and universities will be more and more vague. Teachers colleges should gear to the talent market, set corresponding majors and conduct distinctive education that can attract enrollment. Meanwhile, doing the traditional basic teacher-training, this college should compete with the non-teacher-training colleges. The course construction being emphasized, the real demands and developing potential of the market should be studied carefully to find the link with market demands. It is to be done to create the distinctive features, find the corresponding position in the competitive talent market and guarantee the continuous development of courses, academic level and the quality of talent cultivation.Firstly, this thesis analyzes in detail the external environment for the development of Leshan Teachers College, explains one by one the five teacher-training competing forces that influence its development and then puts forward some key problems to be settled. Secondly, With its existing opportunities and threats analyzed, the internal environment self-examined, advantages and disadvantages identified, and the major competing force for sustainable development discovered, this thesis offers the developing goals andstrategies accordingly and sets an overall plan for its developing direction, scale, position and course setting. On this basis, the thesis suggests that attentions should be paid to differences to establish a distinctive teachers college, that education quality should come first and high level should be required, that teacher-training should be persisted with advantages gathered, that with diversified operations, comprehensive road should be stuck to. Moreover, the thesis provides seven strategic policies that help marketing and human resource developing, so on and so forth. At the stage of carrying out the strategies, this thesis suggests the college' s development be staged, corresponding system and operation reforms be done and highly efficient and practical administration organizations be established.
