About higher education, in very long period of time, it has been discussed without being related to the national macro environment, yet be defined from the economic angle. We have a new viewpoint about higher education since education economics and education industry has been binged forward.Higher education is a mixed product which hast has the public product and the personal product nature at the same time.Due to the social cost and social revenue is equal, and personal cost and personal revenue is equal, there is a low efficiency in higher education resource disposition. We will take two measures to solve the problem. One is market mechanism is be used in higher education provided by government, the other is private school is been encouraged to come to existence.The externality theory is introduced in chapter1. Externality includes positive externality and negative externality. But no matter which kind of externality, every externality can cause the social resources disposition to have the mistake, and resources disposition can not get optimization. This part is one of these article main rationales.Second chapter has carried on the analysis about higher education character, including introduction about mixed product and externality .Mainly has: (1) mixed product theory. How to classify mixed product and fix the price is introduced in the part. Mixed product has two kinds: congestible public goods and price-excludable goods.Price fixing takes the marginal cost of production and the marginal crowded cost as the basis, divided into the marginal cost of production and the marginal crowded cost all for the zero product; marginal cost of production for zero, marginal crowded cost not for zero product.
