The Research On Revenue Sources Structure Of Hunan Higher Education

With the development of economy, the requirement of higher education hasdramatic increasing, higher education has underwent a great change from "eliteeducation" to "mass education". In this situation, the educational revenue problembecomes more and more serious and turns into a baffle to the higher educationdevelopment in China. In recent years, although the total educational revenue ofChina increases year after year, but the limited increase of higher education revenuecan not resolve the higher education revenue deficiency radically. At present, in ournational structure of higher education revenue sources, multivariate aim was not cometrue, and present a phenomenon of education revenue's decline year by year and theratio of tuition increase year by year. And a big differentia of education revenue canbe witnessed for different university and college. Impertinency of higher educationrevenue structure has become a prominent problem for education investment of ournation.According to the economic theory, Reasonable higher education revenuesources structure has a great influence on controlling the higher education investmentand improving returns on investment, and to a large extent, it can mitigates the crisisof higher education revenue. This paper based on the example of Hunan provincehigher education, study the structure of higher education revenue sources in twoaspect what is the changes of higher education revenue sources structure and thedifferences of different colleges and universities education revenue sources structure.Firstly, this article depicted the background of higher education revenue sourcesstructures and analysis of affecting factors of change from some aspects, such as,compositions of national and local revenue, compositions of financial and non-financial revenue, compositions of budgetary and extra-budgetary revenue. Secondly,Compare and analys the variance among higher education schools in Hunan province from three aspects, such as in different local, different hierarchy and differentfinancial subjection relation. Finally, by way of comparison of with other provincesand cities, whole appraisal of higher education revenue source structure of Hunanprovince was done and brought forward an idea for optimizing higher educationrevenue sources structure of Hunan province.
