Rational investment scale of compulsory education not only concerns the stable development of compulsory education itself, but concerns the development of the cause of education on a whole as well. And further, it concerns whether social resources is optimized and reasonably arranged. Hence, it has become the first and foremost object of compulsory education investment theory.This article concentrates on the compulsory education investment in Jiangsu Province, a provincial district in China. I, based on the study of domestic and foreign compulsory education investment theories, have applied macro-scopical, quantificational and comparative methodology to the positive analysis on Jiangsu provincial compulsory education investment scale. My conclusion is: the development of Jiangsu provincial compulsory education investment scale is unbalanced, and this can find its answer in the abuse of present financial managerial system of compulsory education in the province. To deal with the situation, I advocate "provincial decision-making policy" in financial managerial system of compulsory education in Jiangsu. I also urge a social target regulation to supervise the investment scale. All these measures aim to secure high-level, high-quality and balanced development in Jiangsu provincial compulsory education.
