This thesis has conducted a research on the investment policies of "funding for the provincial co-ordination" of the rural compulsory education. On the basis of analysis of the content of the policies, an exploration on the problems and the reasons ensued from the enforcement has been carried out. This thesis mainly deals with the backgrounds and the contents of the policies of the compulsory education since Chinese enforcement of reform and opening-up policy. During the execution of the "funding for the provincial co-ordination", there are problems as short investment by the public finance to the rural compulsory education, "effect of crowding out", unreasonable and unclear duty distribution, insufficient publication of the policies, negative influence on the teachers'passion for the education, illegal and unreasonable charge. On the analysis of reasons, this thesis mainly focus on the unequal distribution of finance power and personnel power, neglect of farmers during the making, publication and enforcement this strategy, as well as insufficiency transferring payment system and monitoring mechanism. As to relevant strategies, the paper firstly conducted a Generalization of the investment mode of foreign compulsory education, then provided a brief summary on the investment policies of America, Japan and India and further analyzed the positive influence on Chinese education policies. Propositions have been provided on further definite duty division of the government, the fulfillment of transferring payment system and optimization of resources distribution, active introduction of new investment ways, better usage of funds and suggestions on reform of personnel policy and optimization of resources distribution.
