Empirical Study Of Compulsory Education Investment In Jiangsu Province Difference

At the beginning of the new century, our country, provinces and regions have made brilliant achievements in economical growth, social development and many other aspects. Education career has achieved forward development. National education degrees have gradually improved. "Two Base" task has basically completed. However, as the development of the economical and social growth, our country and provinces and regions between areas is facing with many aspects of increasing gap and have a serious development trend. Therefore, as the basis of the education's compulsory education's balanced development becomes our country's current education reform's basic idea and strategy. It also determines the balanced development of the education investment, which is the foundation and safeguard of the education. As our country's economic system and education system reform, economic forces of each province have gradually strengthened and the local government to the local social and economic development authority have also enhanced constantly, but also increased the place of education's responsibilities. Provincial government is the place of the highest administrative organs. It has the responsibility to balance the province or city, including compulsory education and provide financial support. At present, for equilibrium, fair problems related to the development of the theory research and policy formulation, modify and other aspects require a lot of empirical research achievements as their reference and auxiliary.This study detaily describes and introduces the difference measurement indexes: mean, standard deviation, range, extremely rate, variation of coefficient, relatively range, and use these indexes to analyze Jiangsu province's 13 cities'obligation education investment difference from 2000 to 2008 years at time series and spatial characteristics'view. Meanwhile, through correlation analysis method, it calculates the correlation coefficient between compulsory education investment differences in Jiangsu province and per capita GDP which is the representative of economic development. It analyzes the causes of Jiangsu province's obligation education investment difference. Also, the empirical research results are summarized and reflected. It tries to provide some empirical references to balance Jiangsu educational investment.
