Curriculum innovation is now in the ascendant in the world, with China no exception. Curriculum innovation is aimed at textbooks reform, and the development of textbooks is the basis and focus of teaching materials building. But in the progress of the reform, textbooks are being treated coldly. For a long time, multiple views and explorations for the development of the foreign language (especially English) textbooks and teaching methods have been put forward. Some valuable viewpoints have been expounded. On the basis of the past research achievements and through the comparative analysis of the arrangements of the old and new junior English textbooks of the People's Education Publishment (PEP.), the author suggests that the development of Chinese junior English textbooks are lack of guidance of foreign language learning theories and cognitive and mental development principles of junior students.Through the comparative analysis of developing texts of the old and new junior English textbook of the PEP, the author has found that the two versions go by different teaching theory and development foundation, but their contents structures and compiling systems are much the same but with minor differences. In the cultural awareness, the old ones aim at cultivating the patriotism of students, and the new ones target at helping students with acquaintance of the cultural difference between home and aboard. In content framework, the choice and arrangement of the rudiments about phonetics, vocabulary and grammar, the ability of listening, speaking, reading and writing are very similar in both the old and new ones. In developing system, the two versions are still more tend to lay out every element according to the logic disciplinary structure.After analyzing the texts of the old and new junior English textbooks published by the People's Education Press, the author has proposed her enlightenments to improve the development of Junior English textbooks in five directions of value, content structure, arrangement system and way of presentations:(1)On values, students' learning should be centered, society-centered idea should be pursued, content-centered for compilement design should be needed; (2) In theory, foreign language learning principles should be studied while adopted all kinds of teaching and learning theories. (3) In contents, learning strategies and knowledge skills should be complemented each other; (4) In arrangements, we should break though traditional textbooks' characteristics of solidity, and make all texts more changeable and flexible; (5) On presentation, we should let textbooks and audio-visual materials be more harmoniously combined.
