Problems And Countermeasures In The Management Of Rural Adult Education

In China, the issue of "agriculture, fanners, and rural areas" has always been important in economic development and modernization. Education is the core issue of rural human resources development, and a fundamental approach to improving the synthesis quality of human resources. The key to solving the issue of "agriculture, farmers, and rural areas" lies in education. Adult education is an important part of education in China. The town adult education center (TACE) is the main body of Three-Level adult education network, the function of which is being switched to the cultivation of the spirit of humanity and quality education based on practical technical training. And in recent years, it has been playing a key role in the rural adjustment of agricultural structure and the transformation of rural surplus labor force. This study, taking the City of Tongzhou of Jiangsu Province as a case through a survey of the present situation of adult education in rural areas points out the problems that exist in the adult education in rural areas, and analyses the key factors that result in these problems from the perspective of management, that is, outdated ideological concept, backward management system, lack of financial support and teaching staff. We hold that the legal system of adult education must be strengthened, the management system needs to be improved and financial investment should be increased. We suggest the local government should integrate the adult education of TACE into the general plan for social development and that TACE, on the other hand, should strengthen its own management, identifying the long-term plan and goal, taking community education as a medium, and making adult education a part of life-long education system.
