As China is a large agricultural country with a population of 130 billions especially 90 billions of them are peasants, "agriculture, farmers and rural areas" (shortened as "three agricultural problems") are big problems for economic development and modernization in China. Chongqing is a municipality with the characteristics that big city coexists with big countryside and large-scaled industrial coexists with large-scaled agriculture. Education is the core to develop rural areas' human resources and a fundamental way to improve the comprehensive quality of the human resources. It is education that can solve the three agricultural problems. Adult education is an important part of the educational system in China. The adult education center is the main part of the three-level schooling network of adult education in rural areas. Nowadays, its function is transferring from literacy education to quality education which regards humanistic spirit and technical training as its core. It has played an important role not only in the industrial reorganization in the rural areas but also in the transferring of rural surplus labor.Through analyzing the impact of adult education on the development of rural area's human resources, as well as the impact of human resources on the economy in rural society , the features of adult education together with its unique operation mode, this article argues that to develop adult education in rural areas is the key to develop the agricultural economy and the economy in the rural areas, it's also an important way to improve the quality of the labor and promote the human resources in those places.Through the comparative analysis at home and abroad, the author gets some ideas which include: to establish the concept of life-long learning, to establish and perfect this system, to strengthen the contact with the society, to deepen the reform of education; to reform the educational funding system, to improve the quality of education, to obtain more social benefits, to extensively use the modern network technology.The survey this author has done points out the existing problems of adult education in the rural areas and analyzed from a managerial point of view the main reasons such as the local government didn't pay enough attention, some people still hold outdated ideas, a lack of adult education policies and campus culture, the backward management system, a lack of teachers and funds.The author thinks that the following measures are necessary to solve the problems: to strengthen the formulation of adult education policies in rural areas, to rationalize the managerial system, to put more funds into education, the government should take the promotion of adult education in rural areas into the overall plan of the local development; the adult education center in rural areas should strengthen its internal management, establish its long-term plan and educational aims, and get adult education in rural areas into the life-long learning system at the vector of community education.
