As for the past research about medical system, most of them focused on the revolution about the policies of medical service without considering the social effects when clients used medical service. In this paper, the author thinks the policy issues can not solely result in unfairness distributed of medical resourcesThe new "medical resource" concept is provided while the author extensively includes medical economy ability, social medical relationship, and management of medical knowledge. The medical resource can be divided into physical medical resource and medical background resource, while at the same time, this resource is stratified socially in regards of the resource taken by the different clients. This new concept sets up a new standard for social clients, and new perspective for fairness of medical service which may explain better the effects of stratified social clients. By analysis of different social resources taken by different clients, the distribution of medical background resource results in different social position and the unfairness of medical services. The decision was made after theoretical analysis and empirical research: the current medical system results in unfairness and the rank of clients in medical system is due to medical background resource taken. The difference of medical services taken by different clients results in the difference of healthy life style. The effects of social issues on medical resource is due to the social medical experiences. The social factor results in unfairness of medical services by affecting the relationships of doctors and clients.Based on the decisions above, the author gives some suggestions for solving the unfairness of medical resources: decrease the difference of social resources, and improve or standardize medical service. This includes: setting up correct fairness concepts, dealing properly with the relationship of fairness and efficiency, decreasing unbalanced information from doctors and clients, and building appropriate medical resource system, erasing the difference between the clients with higher social positions and those with lower social positions in order to achieve the fairness of medical services.
