Since 1980's, the core of mathematics educational problem is made sure that how to solve mathematics problem, up to the present, how to solve mathematics problem is still the point problem that mathematics educational circles want to study. Mathematics educators of China always are interested in studying the students' ability to solve the mathematics problem very much.On the base of previous research, this paper focused on the following three questions. One was how the students' ability to solve mathematics problem ,the other was what is the resource that influences the students' ability, the last was studying on the teaching strategy.The paper gave the boundary of "mathematics problem" as well as "activity of solving mathematics problem" by looking up documents , the main body of a book to mathematics problem " as well as "solving problems" having done out a concept has fixed, and put clear the demand of syllabus , course standard and college entrance examination to the present high school students.the paper have carried out demonstration investigation of teachers and students united the reality of high school students and the current situation about mathematics solving problems of the high school students having been reflected on certain degree, and reflected the various factors affecting mathematics solving problems of the high school students: factor of the problem, factor of knowledge, factor of thinking ability and factor of emotion and so on. And, in showing solicitude for student common character, the paper has also given attention to whose differences. At last,according to the interview to excellent teachers, the paper ascertained effective teaching tactics, including teaching tactics for common characters of students: teachers should choose and design mathematics problems meticulously; Teaching tactics that the teacher adopts on ABC to improve students' basic skills; mathematics mentality teaching tactics; the teaching tactics that improve students' thinking ability and so on. and probed the teaching tactics adopting for individuality differences: the teacher can have degree of difficulty on choosing the problem for individuality differences; secondly, the teacher also needs to have pertinency education on the behaviour from the student.
