With joining WTO and the big transformation & development in new century, the higher education's large development in our country faces with the new opportunity & challenge. With the situation of the two focuses which are the education charge question and the medical health charge question paid attention to by society, the universities'cost increasingly receives the attention from the government policy-makers, university principals, society from all fields & common people. The purpose of studying higher education cost lies in meeting three needs. First, for government management sectors, it is to meet the needs of judging the universities'cost & benefit, making the financial allocation standard and the students'school expense standard. Second, it is to meet the needs of effectively strengthening the internal management, enhancing the teaching quality, decreasing the school cost and improving the school benefit. Third, it is to meet the needs of people from all fields and common people knowing & judging teaching quality in universities, basic construction, school condition and school cost.Through the university cost comparison of Wuhan Institute of Physical Education around transferring system (namely around 2000-2006, together 7 years), we analyze 11 data, based on the domestic and foreign higher education situation & the synthesis information summaries, like student and teacher's ratio from the comparison research, the level change of the teaching and staff's income, the basic situation of the school income and expenditure, personal average income and the school cost and expenditure proportion, the budget implementation situations, the analysis of the fund in debt and the ability to repay, and assessing the qualified condition target examination of the undergraduate course teaching work level etc. The passage analyzes and summarizes 4 common characteristics of my university cost and 7 individual characteristics and questions. Strengthening the internal management, improving the teaching quality, reducing the school cost and enhancing the school benefit as our goals, the author proposes the suggestions of speeding up the human affairs distribution system reform, appropriately readjusting specialty and the project structure, realizing resources conformity between the main campus and the new campus, strengthening the financial management and control finance risk etc. In the research practice, the author persists in these three ways'combination of material method, standard method and investigation research method. For many scholars' different ideas in the fields of education & economy theory, the author adopts all kinds together & uses all. The author only makes the theoretical study in academy, does not make the thorough theory in academy in order to make practical and applied investigation and study with the reality of our university. The investigation and research will serve for the reform and development of our school's the Outline of the Eleventh Five-Year Plan or even longer. Furthermore, the research is colleges and universities research category.Through the research of our university cost comparison around transferring system, the author draws main conclusion as follows. First, my school cost has four big common characteristics of universities cost. Second, the author comes up with the following basic measures like stabilizing undergraduate scale, speeding up the education development of graduate students and expanding other level education scales before undergraduate, appropriate readjusting specialty layout and the project establishment etc. Third, enlarging the teachers'enrollment dynamics and speeding up the human affairs distribution system reform are the effective means which can not only adjust teacher & student ratio and personnel structure, but also can not massively increase the personnel funds. Fourthly, average allocation funds are dropping year by year and the income from tuition is rising year after year, but the insufficient school funds and excessively relying on the financine allocation & tuition and lodging fees always puzzles the school reform and development. Five, strenghtening the finance management & preventing finance risk are the keys of comperhensive coordination and sustainable development for our university. Sixth, regular assessing on evaluation targets of the undergraduate teaching level is the effective way to display our superiority, overcome insufficiency and increasing goes forward.
