As the multi-floor building and new urban residential areas have emerged, residential quarters became increasingly important. Is the owner of the property owners, as well as the main activities of the owner self-ruling. Therefore, it is of vital importance to set up and develop complete and perfect owner self-ruling legal system for property management and harmonious society. "The Property Management Regulations" which basically had set up t a fundamental frame for the owner's self-rule. It has defined the rights and liabilities of the owners and classified the positions and duties of the Owner's Conference and the Owner's Committee, which has built a good base for development of the owner's self-rule, set up a system of self-owners, but also from really improve the system of autonomy from the owner. However, it is far from complete and perfect.In view of this, the paper from the owner self-ruling o on the basis of theory, defines concepts such as owner, owner self-ruling, then analyses the natural principles, meaning and benefits of the owner's self-rule. Exposits the background of local owner's institute; analysis the difficulties of facing the current owner's self-ruling practice. On this basis, endeavors to straighten out various legal relationships in owner self-ruling, design a suitable self-ruling organization and provide some suggestions in constructing an owner self-ruling legal system.
