It has settled the system foundation for the healthy development of the Chinese education run by local people. The education run by local people and all educational activities carrying on the resources disposition base on market mechanism are no longer dispensable attachment but an essential constituent. At the same time, the increasing number of students over the years is obviously bigger than the increasing number of schools. "It indicated that the expansion of the school scale greatly exceeded the expansion of the school number. Therefore, for the sake of living and development, the education universities by local people,all extremely try their best to contest students which formed the steep competition. At in this population war situation, each school played their best card to capture the limited fresh source. Now most schools commonly used traditional pattern recruitment (agent recruitment).But one shortcoming of this method is the high cost, also there is difficulty with agent control. So it is difficult for the pattern to gain anticipative impacts. Also another shortcoming is that the present student guardian doesn't approve to the education run by local people, or holds the suspicion which brought the very major difficulty to the recruitment of students.
