Investment In Colleges And Universities Benefit Analysis And Its Countermeasures

With the fast development of higher education of our country, the demand on the investment of higher education also goes a step further. However, the national outlay can not meet the need of the objective reality and the other financial channels still can not play leading role during this course. Under these circumstances, it is very important to improve the benefit of running colleges and universities, and to promote sustainable development of higher education. This thesis mainly analyzes the problems existing in the benefit of running ordinary colleges and universities of our country, as well as some useful countermeasures.On the analysis of investment benefit, this thesis firstly uses the economic model which stems from the production function and also shows the realation between education and economic growth. Through the regression analysis on the higher education and relative investment of our country from 1985 to 2003, the thesis researches belowed conclusions:①though there exist many factors effected the economic growth of our country, capital is still the principal,②the contribution of higher education to the economic growth is also inconsiderable, therefore, it is imperative to increase the investment on the higher education. And then, through analysis on the benefit of using manpower, material and financial resource in the internal colleges and universities, the thesis points out that the resource waste phenomenon in the colleges and universities is very serious, the benefit of using resource is low, and the consciousness of"reduce expenditure"is wanting. Finally, by means of questionnaire inquiry with the student and the employer, the thesis holds the point of view as such: not only the concept of running schools, but the management system and the graduated student can not catch up with the current requirement of the economic development.On the countermeasure research, this thesis tries to start with two aspects:①the macroscopic layer of government adminstive system,②the internal management system reform of colleges and universities. In the first place, government should vigorously perfect relevant policies and regulations to develop multivariate financial channels for the ordinary colleges and universities on the one hand. Secondly, it is vital to carry the reform of property right system of colleges and universities, to raise the colleges and universities'decision-making power of running school, as well as to guide colleges and universities to pay more attention to the quality and benefit of running school through reforming the fiscal expenditure system of higher education. At last, we could proceed from raising the using benefit of manpower, material and financial resource to enhance the reform of internal management system of colleges and universities, which means standarding the investment management system, optimizating the internal faculty structure, and reinforcing the daily management of materials etc, to promote the internal management standard of colleges and universities aimed at increasing benefit.
