“Decision of the State Council on Accelerating the development of modern vocational education” makes it clear: “guiding a group of ordinary undergraduate colleges and universities transform to the type of applied technical universities by the way of taking the pilot promotion and demonstration leading etc., focusing on organizing undergraduate vocational education.” We can say that the transformation of local colleges and universities has become a hot topic of academic research.Local colleges and universities transformation is a complex process of change which concerned a variety of factors, teachers and the ability transformation of them are the key point of local colleges and universities transformation. Based on this, the research of the status and problems of local university teachers’ expertise can not only enrich the theory of teachers’ professional development, provide a reference for the development of professional standards of teachers in colleges and universities,but also can provide some guidance on practices for the Transformation of Local Colleges and Universities.In this paper, we select teachers in two local colleges and universities in Liaoning Province as the main object of our study, respectively, we use self-conduct questionnaire from five dimensions——teachers’ teaching ability, research ability, social service ability, professional coaching skills, self-development and reflected ability to start the research, and then we deeply analyze the findings. The study shows that there are certain problems in professional capacity of local teachers, mainly for the following five aspects: First,the trend of teachers’ structure are getting younger and younger, too few teachers have business working experience;second, teachers are lack in practical ability, cooperation between schools and enterprises exists multiple obstacles; third, academic researches of teachers separate with the market practice, teachers are insufficient in scientific practical ability; fourth, deviations exist in the awareness of social services of university teachers,government policy and evaluation mechanism are partly dislocated; finally, the transformation initiative of teachers in the local universities are not strong, they are lack of motivation and self-development ability.Through thoroughly analysis of these problems, we find the reasons behind the professional capacity of local university teachers are diverse, firstly the lack of related policy support and financial support affect the improvement of teachers’ professional competence; secondly, the shortage of school-enterprise cooperation policy in Local colleges and universities and the insufficiency of depth and breadth in school-enterprise cooperation mode hinder the development and promotion of teachers’ professional capacity; Again, congenital deficiency of local undergraduate is one of the reasons which impede the development of teachers’ professional ability; In addition, local colleges and universities incentive evaluation mechanism and evaluation system are not reasonable which also affects the professional development and upgrade of teachers; finally, the insufficiency of source and promotion of local university teachers’ independent development cause a lot of problems in improving teachers’ professional skills.Since the development of University of Applied Sciences in China is still in its infancy, the solution and measurement in order to deal with the problems of the professional capacity for local teachers is not perfect,but the provisions,development and upgrade of teachers’ professional competence in the European University of Applied Science and Technology have already formed a relatively complete and mature system,they have a specific requirements for teachers’ qualifications, experience, competence, and self-development development,and continue to improve themselves in the process of development.We believe that the European University of Applied Science and Technology provides valuable reference and practical significance to enhance our professional capacity in the provisions and requirements of teachers’ professional ability,incentive policy system and other mechanisms of local university teachers.Based on the successful experience of professional competence of teachers in the European University of Applied Sciences as well as basic national conditions and the reality of the need of China,we come up with strategies and recommendations to improve the professional capacity of local university teachers:To improve the policy and legal system,and increase funding in training of teachers so as to enhance the professional competence of teachers; to deepen the school-enterprise cooperation to promote teachers’ professional development; to perfect the teachers’ assessment and incentive mechanism in local colleges and universities; to change the education concept of teachers and stimulate endogenous power of teachers’ professional development.
