With the coming of intellectual economy era, the development of science and technology is increasingly accelerated and the intellectual economy is rapidly developed. Science and technology not only is No.1 productive force ,but also having decideded the future of economic growth.Talents acting as the carrier of knowledge, will become the determinant of society and economy growth. The talents of science and technology are the focus of significantly strategic resource and international competition. The talents plays the decisive role in the long-term and continual economic growth. The causation is the development of Human capital including knowledge , capability, health etc.contribute to the economic growth much more than the increase of material capital and labour force.Its quantity and quality,especially the advanced innovation capability,is becoming the key factor of restricting economic growth and social development. Being able to own and keep or not one high-caliber talents team,which quantity is plentiful,quality is good,discipline is all,and structure is rationally,will correlate with one country's prosperity and declination.The beginning 20 years of this century is the crucial strategy opportunity of the development of economy and society in Henan province.To practice new-type industrialization ,it is necessary to solve the problem of inadequate science-sustaining capability through training a team of advanced talents with rational composition,fine quality and grand seal.Starting with above content ,the paper utilizes the research technique,which the qualitative analysis and the quantitative analysis unify,the standard analysis and the real diagnosis analysis unify the research technique, the total quantity analysis and the structure analysis unify to Henan talents staffs situation and policy environment to make the analysis and evaluation.It also suggests the developing strategy of talent staffs.the Content is as follows: Firstly, It introduces the research question ,the research aim,the significance. It sums up the relative theories of national research and international research on the talents.Secondly,It analysis the present situation of talent staffs in Henan Province, employing the methods of data analysis and systematical analysis, it points out some problems in Henan talents staffs from several aspects such as scale, composition, distribution, capability and the condition of advanced talents.It also analysis the cause of the problems from system ,talent mechanism and talent environments.And do some original research work to find active strategy to solve problem.Thirdly,This article integrates theories of economic growth,applying the Cobb-Douglas production function ,utilizing the analyzing method of quantitative economy model together with related data and information to research the role that the Human capital plays in economic growth in Henan Province .By which it is expected to increase investment in Human capital.Finally,Aiming at the above-mentioned problems,this article offers the principles and developing strategies to improve the policy about talents to establish flexible and effective mechanism about talent staffs on management , training, employment, introduction, stimulation and brain mobility.The article put forwaed that scientifically adhering to the talents attitude,perfectly acknowledging the utility of the talents,the carrying on the talent-enhancing strategy would provide the adamant assurance and comprehensive intellectual support to the construction of well-off society of Henan province.
