The educational equity is the important contents of the social equity. It is theextension of the social equity in the realm of education. In the transformationperiod, achieving the equity of basic education has become the focus of society.As the important part of public education, the basic education has somecharacteristics. To personal development, it's the starting of personaldevelopment. To social development, it's the balanced machine of socialdevelopment, and" also the precondition of equity for other educational stages.Because of the important position of the basic education in public educationsystem, this paper researches on basic education in the angle of the public policy.The basic education in this paper is limited in nine-year compulsoryeducation. Through analyzing the characteristics of basic education, the paperconcludes that the basic education is the pure public goods and must be offeredby govemment. With the equity theories of Jhon Rawls' and Michael Wolzer's,the paper analyzes the meaning of educational equity and concludes that it mustbe consisted of the equal educational right, the equal educational opportunity andthe equal educational results. The paper insists that the equity of basic educationcontains efficiency and it doesn't object the right of choice.Through revealing the current state and the existing problems, the paperanalyzes the deep reasons of inequity in the transformation period in the realm ofbasic education. The paper thinks that most questions of the educational inequitydon't be caused by the educator and the education or the nature in great degree.The main reason is that the educational policy and its corresponding laws,regulations, the system and mechanism is imperfect. The reasons are that thevalue of basic education is oriented elite education, government's responsibilitydoesn't do well in educational administration in the transformation period andindustry of basic education. With the theory of domination, the paper analyzes theinequity of basic education, the basic education can keep equal when the realm ofbasic education is independent to avoid the advantages in the realms of wealthand power transforming the advantages in it.As the most important part of this paper, the last section analyzes how toachieve the equity of basic education in our country with the angle of public policy. First of all, the concept of basic education must be changed and theconcept of balanced development must be built in society. Secondly, the financialmechanism of the basic education in our country must be built and consummated,the government should increase the financial investment to basic education andenhance the proportions of educational funds in financial expenditure. Thirdly,the management mechanism of basic education should be reform. Fourthly, thechoosing mechanism of basic education must be consummated. At last, theappraisal mechanism and the responsibility investigation mechanism of theequity must be built in basic education. With the reforming of policies and moreand more people taking part in, we believe that the equity of basic education willbecome ture in the near future.
