Compulsory education,as an important basic education,endows individuals with basic knowledge and skills and shapes their healthy mind and personality.It is the basic platform for the life development of educatees and the future of the country and nation.From the perspective of both theory and social demand,compulsory education is a public product with remarkable fairness.Since the implementation of compulsory education in China,great achievements have been made,but from a micro perspective,there are still many unfair phenomena.To analyze these phenomena and then explore the fair mechanism to promote compulsory education is the foothold to promote the better implementation of compulsory education.This paper uses case analysis method to study the fairness of compulsory education in Longyan City.Starting from the distribution of compulsory education schools,teachers and financial input in Longyan City,it understands the current situation and implementation of the fairness of compulsory education policy in Longyan City,and surveys the satisfaction questionnaire on the fairness of compulsory education in Longyan City.On the basis of the investigation,the problems in the fairness of compulsory education are deeply explored,such as unbalanced distribution of educational resources,insufficient financial input,incomplete policy promotion,and imperfect system and mechanism.The causes of these problems are analyzed.It is believed that the reasons are mainly caused by the government's lack of responsibility in promoting the development of compulsory education,the deviation of educational value standards and formulation procedures and the lack of fairness in the formulation of compulsory education policies.On the premise of reference experience at home and abroad,especially in the United States legislation system,Japan's fiscal subsidy and so on,combined with the public product theory,put forward reasonable Suggestions and countermeasures of promoting Longyan City compulsory educationfairness,from equilibrium configuration resources,increase investment in education finance,strengthening compulsory education supervision,establish and improve the system and mechanism,and other areas of the four power in Longyan City compulsory education fairness to obtain better development.This paper uses the theory of public goods to solve the problems existing in promoting the fairness of compulsory education in Longyan City,which has certain enlightenment significance for realizing the fairness of compulsory education in Longyan City.The research results of this paper not only become a breakthrough for realizing the fairness of compulsory education in Longyan City,but also make a contribution to promote the development of the fairness of compulsory education in other provinces and municipalities in China.
