Compulsory education is the public welfare the nation must provide free and all children of the right age must enjoy. The balanced development of compulsory education concerns not only interests of the people, but also the stability of the society, the amalgamation of social groups, and the harmony of the whole nation. Peking's special position as the nation's political, economic, cultural center determines its pioneer role in the process of constructing the socialist harmonized society. While there are historical reasons of society, economics, and culture in addition to system factors, Peking has been confronter with the unbalanced development of compulsory education. It is believed that through appropriately allocating resources can differences in development of compulsory education be clarified and may reasons be explained. Theoretical foundation of the balanced development of compulsory education is introduced at first. And then, relevant definitions are made in terms of people, money, and material on the basis of review of literature. Because of the enlightening meaning of practices conducted somewhere, experiences are summarized and concluded for reference. This paper designs the reasonable the system of indexes to find out the balanced situation of Peking's compulsory education at the inter-district and inter-school levels. The results show that there are great differences in educational finance, teaching conditions and teachers between counties and districts. A few schools weak in scale, teaching conditions and teachers still exist. Citizens in Peking are unsatisfactory with the unbalanced development of compulsory education, which is also the problem the government has put emphasis on.This paper analyzed the cause of the unbalanced development based on the understanding of the status quo concerning the social and economic background, educational system, education financial system, personnel system , and proposed some short-term and long-term suggestions to improve the feasibility.
