As our country enters the new round of economic growth, its growth mode of relying on low cost competition will suffer great shock. This objectively requires it to facilitate the shift of economic growth mode by enhancing self-innovation ability. Obviously the key of enhancing the ability of self-innovation is talent. In this situation, this article puts forward that fiscal policies should support development of regional talents in self-innovation. On this point, this paper defines regional talents, analyses the basis, means, status quoted and problems in developing regional talents and proposes professionally fiscal suggestions.There are six chapters in this paper, the main content as follows:The first chapter is the introduction of the whole paper. It's mainly about the background, purpose, meaning and research trends.The second chapter expounds the theoretical foundation of supporting development of regional talents with fiscal policies. It provides the discussions in the subsequent chapters with basis. This chapter defines "talents" and sums up its basic features. At the same time, on this basis, it describes the relationship between development of regional talents and economic growth.The third chapter gets the result that supporting development of talents in self-innovation with fiscal policies is the historic mission of fiscal policy.The fourth chapter introduces the means of supporting development of talents with fiscal policies. This chapter introduces the experience of other countries for reference from financial expenditure, subsidy policies and tax policies.The fifth chapter describes the status quoted and problems of the fiscal policies for talents in China.The sixth chapter proposes policy suggestions to build Chinese characteristics' fiscal policy system for regional talents from talents' training, motivation, attracting and corresponding policies.
