With the arrival of knowledge economy epoch in human society, people pay more and more attention to the importance of knowledge and education. As education turns into the core of the current society, the crucial role it plays becomes more and more obvious. Education, in particular, higher education, plays a more vital part to improve one's social status. To some degree, higher education can reflect the social fairness. Moreover, the fairness of higher education is considered as one of the key modes to realize the social fairness. The fairness of higher education, therefore, keeps being one of the important topics which have been hotly debated in the education area, abroad and in China.The essay, with the introduction of a series of focus terms and issues as the theoretical foundation and with the aim to improve whole-person education in China as the starting point, defines the concept of the fairness of higher education course as the following: under certain social and economic conditions and based on the fair distribution of higher education recourses, recourses of higher education are assigned fairly to each person who has the opportunity to be entitled for higher education, with fair chances, fair rights for the same quality of education. The ultimate aim is to cater for and to balance the constant need for human development in society and hence realize the fairness of the higher education course. Besides, the essay analyzes the features of the fairness of higher education course. The conclusion is that the fairness of higher education should be viewed as being historic, relative, differential, subjective and standardized.In recent years, with the vigorous development of higher education in Shandong Province, the undertaking of higher education in Qufu Normal University has achieved historic improvements. Theses can be convincingly proved by the broader education scale, the richer education resources, the improved education condition and environment, the more funds for higher education, the higher quality of personnel training. These improvements have greatly contributed to the development of the educational undertaking in Shandong Province. However, what should not be neglected are the problems appearing in the realizing the fairness in higher education, especially the fairness in higher education course, such as those caused by the education condition for students in average, or curriculum design, or teacher professional development. In fact, those problems need urgent solutions. Otherwise, they may turn into the blocks to hinder the wholesome development of higher education in Shandong Province and in turn affect the realization of the social fairness.With problems related to the fairness of higher education course in Qufu Normal University, the essay, from macro-level and micro-level, explores the reasons to cause these problems. Furthermore, from the two levels just mentioned, the essay attempts to put forward suggestions on the realization of the fairness of higher education course in Qufu Normal University. The purpose of the essay is to complement the study of the fairness of higher education course and to draw more attention to this problem. As a result, much more discussion would be devoted to it.
