Social fairness is the goal which the humanity always pursues. The educational fairness is the premise and the foundation of social fairness. As the foundation of all levels of education, the higher education is regard as the center of the education construction. Analyzing the present situation of our country's higher normal education fairness, proposing the countermeasures and the measures of how to solve our country's higher normal education fairness problems is the urgent request of reality. It has the important theory significance and the practical significance for strengthening our country's higher normal education and advancing the development of our country's education cause comprehensively.This article analyses our country's higher normal education fair problems comprehensively. Firstly, it researches the basic theory of educational fairness, introduces the definitions of fairness, educational fairness and the higher normal education fairness, the relationship between the education fairness and education efficiency. Secondly, analyses the present situation of our country's higher normal education fairness, then outlined the academic status of this study, analyses the problems of our country's higher normal education fairness at this stage, and discusses the relationship between Normal School Students free education policy and higher normal education fairness. Finally, it proposes some suggestions and the countermeasures to realize our country's higher normal education fairness.
