The education fair is the important part of the social equity, higher education fairnessplays an irreplaceable role in maintaining social harmony and stability. Higher Educationproducts are quasi-public goods, the government should bear the financial responsibility,the Government’s public finance policy should be sound and effective to safeguard thefairness of higher education. Since1999, our country’s development of the highereducation has made an remarkable achievements because of the reform of higher education,but it is undeniable that there are still some unfairness in the field of higher education.Some existing public finance policies are still unreasonable, these policies directly orindirectly lead to the unfairness of higher education. To build a harmonious socialistsociety, maintaining the long-term stability and steady economic development, theGovernment must to keep the fairness of higher education.From the perspective of public finance in China, this paper analyze inequities existingin the field of higher education in China and the causes, combined with foreign successfulexperience in the field, Finally, put forward the targeted public finance policyrecommendations. This paper consists of the following sections:The first part is an introduction, which explain the research background, significance,literature review, research ideas and research aspects.The second part is the theory of public finances to protect higher education fairness.From analyzing the properties of the products of higher education, elaboratenon-governmental forces, including market and non-governmental organizations, can notreally protect higher education fairness.The third part is the higher education unfair and its causes. There are four unfair statusexisted in the field of higher education in China, then analyze the reasons.The fourth part is the study of foreign countries’ public finance to maintain highereducation fairnesst. Having a brief overview of the five countries’ public policy in highereducation, and the summary of their characteristics, then obtain their advantages.The fifth part is the public finance policy recommendations for promotting China’shigher education fairess. Combined with the previous analysis, put forward specific policyproposals.
