As a social justice’s concrete embodiment in the field of education, education fairness is not only the basic values and goals of modern education, but also the cornerstone of social justice, that has an important function to promote social equality; and that is political, economic areas of freedom and equal rights in the education field of extension and the development. This is reason that the education fairness becomes a social problem and causes strong concern. Public product attributes of education had decided the government is to realize education fairness main body of responsibility. In fact, we must recognize, in recent years, whether in education action or education system, the government to promote education fairness is making a variety of effort. But education unfairness phenomenon still exists in reality by varying degrees. The priority to the development of education, and gradually reduce area and urban and rural education development from the gap. Constantly expanding the opportunity to enjoy a good education, prevent education imbalances and alienation, lay the reasonable stable value and institutional basis, which is the education reform reality development goals. The government is implementing the main body of education fairness; carrying out the fair idea, continuously improving the education fair degree, which is the duty of the government. Leaving the government, education fairness is not mentioned. How to promote education fairness better will be the country’s the important task in a long time. Only establishing humanism development, strengthening the government value, pursuit qualitative fairness and respecting development of education fairness for the long term, dynamic gradual development process, which is to overcome obstacles in constantly in the path of gradual realization education fairness.This paper is composed of five parts. The first part is the introduction, mainly introducing the studying reasons and backgrounds, present research situation and writing thoughts and methods of this paper; The second part introducing the basic connotation of education fairness and value attribution which is the theoretical support of the paper; The third part perspective on the present situation of our country at present education fairness, promote education fairness aspects including positive efforts to implement the education fairness the existing problems of and proved the lack of the education fairness reason. The fourth part used for reference and analysis of the foreign government solve education fairness main policies and measures. The fifth part puts forward a series of measures that the government promote education fairness realization:Philosophy is the action of implicit power, therefore strengthen the education fairness development philosophy; The policy establishment is the main way of the government guidance and education intervention and it is the positive way of the government promotes education fairness to be realized, so perfect education fair realization strategies; To realize the public interests and compulsory pursuit is the mechanism essence of modern government, So perfect the education fairness innovation mechanism; Finally, promote education fairness legal construction that the education fairness can gradually realized and keep for a long time. In order to promote education fairness effectively, better crack the current education contradictions, we need to constantly perfect all kinds of feasible measures that promote the education fairness to realize.
