Higher Education Human Capital Investment Study

People have recognized that human capital investment is much more efficient to promote the development of economy and society than material capital investment. China is a developing socialism country .The government must enhance the human capital investment and improve the level of citizens' morality in order to keep the long-term and stable development of economy and society and construct a harmonious and well-to-do society for the whole people. Under the guide of human resource theory and on the basis of education cost share, based on researching the related papers and statistical dates ,the author makes a positive analysis on problems and causes in the present higher education human capital investment and points out emphatically that the lack and inefficiency of higher education human capital investment is the distinguished problem in progress of investment and use .this paper will make a review about the historical dates of higher education investment and circulation, and analyze some problems existing in the higher education investment on the overall investment scale and the education funds of an average student are not grand enough, the structure of higher education investment, the criterion for charging higher education fees and the disposition of educational funds are not reasonable, education resources are wasted to some extent, and so forth.In the near future, China's higher education will face a great historical challenge that it will step into the stage of universal higher education. However, China is still a developing country, whose financial shortage in higher education will cause conflicts between the fast and lasting development of higher education and its high expense operation. Thus, China's higher education is facing many important reforms and construction problems that the core one is still how to gather the fund of running higher education.; the Chinese government should improve and bring forth new ideas to the system of funds circulation to meet the needs of higher education's fast development.The article introduced the analysis of cost-effectiveness .After the analysis way being introduced in education field from 1960's,especially 1970's, it is very important tool to test education yield, draw education plan and actualize education evaluation. At present, the way has been used widely to evaluate the ability of higher education investment to rising productivity and earning. The computation offer theory and data evidences in these aspects: individual investment action and desire; interest among different group; higher education yield; the economy function of higher education. In addition, according to the measure, to draw policies gain strongly support .These policies include: salary policy truly reflecting to knowledge functionary and higher education cost compensation policy and charge standard in the higher education stage. In short, cost-effectiveness analysis have further meaning for ensuring investment direction, plan and project of government, company and person. At last, the way is used in the practice analysis of Chinese high education yield. Further more, the paper has the analysis of the situation of cost share between government and individual. Meanwhile some measures are also provided to solution those corresponding problems.The paper is of high theoretical value and practical guiding significance for deepening the reform of higher education human resource investment system, and for promoting the sustainable development of our state higher educational career.
