In the new century and new development period, the Central Committee of the Party has made very important decision to implement the strategy of strengthening the nation through talents. Since the Sixteenth National Congress, the Central Committee of the Party has decided to train domestic talent and introduce talent from overseas simultaneously. General Secretary, Jintao Hu, has pointed out, both domestic and overseas human capital resources shall be utilized properly; equal attention shall be paid on both self-trained domestic talents and introduced talents from other countries. Premier, Jiabao Wen, also mentioned that self-trained domestic talents and overseas talents are both important human capital resource for modernization construction in our country. Self-training and overseas introducing shall be continued, so as to give full play to both domestic talents and overseas talents, which are consistent to each other. In this paper, issues related to talents introduced from other countries are analyzed and discussed from the point of view of human capital theory.In traditional economic growth theory, relation between population increasing and economic growth is often discussed, in which population increasing is considered as an importance factor to economic growth, especially in terms of the consumption ability of people. But, as a principle part of economic activity, the importance of people is not only on consumption, but also on the production and creativity. Theodore W. Schultz proposed the concept of human capital in 1960. Since then, capital is classified as material capital and human capital, the latter one is becoming a brand new factor in economic growth theory. Well, in the research of human capital theory, especially on the research of human capital investment, more attention has been paid to the investment of medical health care, education, adult education and training; less attention has been paid to the investment of human capital migration, especially to its international relocation, which is becoming more and more important. Thus, it is important to conduct related research in this area theoretically.To be specifically, three aspects have been discussed. First, the research on the overseas talent introduction enriches the human capital investment theory, also makes contribution to human capital theory. Second, introducing overseas talent is an effective solution to inadequate human capital resource, also an importance option for human capital investment. Third, the policy formulation on the attraction to high-level talents in shortage shall be based on the better understanding of the regular pattern, characteristics and motivation of international talent migration.Human capital resource is the first important resource, which is critical in the competition on comprehensive national strength. The overseas talents with the most advanced knowledge on science and technology development and extensive experience in high-end industry are becoming the demanding resource for our country to participate in the international competition and the comprehensive, coordinated and sustainable development of economic society. Vigorously introducing overseas talents is an important way to obtain the world first-class talents in short time period, which is an urgent need for further opening-up and international competition ability improving, and also an importance measure to deeply implement Scientific Outlook on Development, to build an innovative nation, and to attain the goal of building a moderately prosperous society in all respects. In the report of the Seventeenth National Congress, to build a strong nation of human resource is clearly stated. Recently, the Central Committee of the Party just made the Aligning Strategy to introduce overseas high-level talent, so called"Thousand Talent Program". Under this circumstance, the research on introducing overseas talent is also important in practice, because of following reasons:1. The further study on introducing overseas talent will facilitate the comprehensive understanding of the important role played by overseas talents in our economic and society development, therefore, to stick to the policy of introducing overseas talent consistently.2. The further study on introducing overseas talents will help us to learn from other countries through their success and experience, so as to make more efficient policy to attract more overseas talents for our renovation and modernization construction.3. The further study on introducing overseas talent will let us understand the migration pattern of international talents better, so as to protect their legal right and give full play of overseas talents. In this dissertation, there are six chapters and a conclusion section. They are outlined as following:Chapter 1, Introduction. Background of this research, related concepts, research scope, main contents, and basic structure are described. Based on the review of precious study done by both domestic and international researchers, this research's focus, method, creative idea and shortage are described.Chapter 2, Introduction and overview of human capital theory. In this chapter, the basic concepts of human capital are first introduced, and a review on human capital theory is conducted, which show us that human capital investment is an efficient way to achieve the rapid economic development, also human capital migration is an important way for the investment in human capital, which is the theoretic staring point of this research.Chapter 3, Globalization of human capital migration. The background, characteristic and regular pattern of international human capital migration are first analyzed; then the factor affecting international human capital migration and trend of the migration are pointed out.Chapter 4, Experience of other countries in talent introduction. First, the shortage of talent as a common problem in every country is analyzed, which results in the talent competition and migration worldwide. Second, the policies and related characteristics of the developed countries in talent introduction are summarized. Third, the policies and related characteristics of the rising market economy coutries and the developing countries in talent introduction are summarized also.Chapter 5, The research on the development of overseas talent introduction in China. The background of overseas talent introduction in new development period of China is comprehensively analyzed; the important thoughts of three generation central leading collective on overseas talents introduction are systematically summarized; the development history, important cases and key contributions of overseas talent introduction in China are discussed. The fundamental experience in overseas talent introduction in China is summarized.Chapter 6, The current situation of overseas talent introduction and suggestion on related policy. The outstanding problems of China in talent resource allocation are analyzed; the current situation and important problems of China in overseas talent introduction are discussed; suggestions to enhance China competition ability in overseas talent introduction are therefore proposed.Conclusion. Major arguments in this dissertation are summarized. Based on the summary, it also shows that the mechanism of international talent migration, the contribution ratio of overseas talents to the economic development in China need to be further studied quantitatively.The topic of this dissertation is chosen to discuss the overseas talent introduction in China. It aims to make creative progress in following two aspects:1. Only a few monograph and research article regarding overseas talent introduction in China are available in literature so far, thus, this topic will conduct certain initial studies. By considering the international talent migration as the important way of human capital investment, research on human capital investment theory is strengthened. From this starting point, based on the comprehensive analysis of its background, characteristics, and regular pattern, the prospect of international human capital migration is discussed; factors affecting the international human capital migration are also summarized.2. Through theoretical and empirical analysis, international talent competition resulted from talent scarcity is discussed; the non-fungible role of overseas talent introduction in economic society development is concluded. The policies to attract talents in developed, the rising market economy and developing countries and related characteristics, especially, important thoughts, development history, typical cases and basic experience of China in new development period are comprehensively reviewed. Suggestions on improving the competition ability of overseas talent introduction in new century and new development period are proposed.
