As the classical theory of the human capital, it holds that the human capital, as one of the factors of production, can increase the capacity of its own and provide people with income if you continue to invest. Since human capital can only be reflected in the labor force, a variety of investment on the labor force can increase productivity. For the workers themselves, it means the improvement of the survivability. Investment in education is the most important element of the human capital investment, which can make a direct result, changing their labor force from a physical type to the skillful, knowledgable, innovative one. At the same time, although China's economy is developing rapidly, there is still a large gap with the developed countries. Thus, "human capital pilot" concept should be accepted from top to bottom, and from top to bottom we will all treat education as a major event. Since 1999, the universities in our country have been increasing in the enrollment. Higher education is changing from elite to mass continuously, and more Chinese students have access to higher education with the lower and lower the threshold of the University. "The 21st century is the era of knowledge economy", "knowledge is power" and so these ideas make more and more people begin to believe that only accepting the higher education can keep up with the trend of the times and can have the capacity to have a foothold in this society. Particularly under the promotion of the third technological revolution and the human capital theory, the education in all countries over the world has made significant development, which greatly promoted its economic and social development As a simple view, the Chinese economy is developing continuously, so we need more educated labor force to accelerate the speed of economic development. Meanwhile the domestic institutions of higher education have been increasing enrollment continuously. Economic development will inevitably generate more jobs, so logically speaking, educated workforce will not face the difficult problem of employment. However, the problem is still there. After the students receiving higher education, they have to face with how to hunt a job and what kind of job. Such situation makes equivalent to that we invest in human capital, but can not achieve output, which is contrary to the research results of the classical theory of human capital.This article will discuss the impact of human capital investment in higher education on the graduate employment with this question, especially from two aspects-Investment Structure and Investment Risk of the higher education human capital. The article is based on the higher education human capital and the reality of the graduate employment, and to prove the correlation between the higher education human capital and the graduate employment with reality, more effectively explaining the impact of the former for the latter.Finally, the article will put forward some policy recommendations respectively from the government, universities, individual point of view.
