Japan To Build Lifelong Learning, Social Protection Mechanisms

This paper is a research on the security mechanisms of constructing a lifelong learning society in Japan.Based on the review of the development of the lifelong learning society,the study recalled and analyzed the background,process,achievements and its effects in Japan,and it also investigated into the multiple security mechanisms of a lifelong learning society,and identified the institutional factors in order to put forward some useful references for China to construct a lifelong learning society.Japan is one of the few countries that has carried out the lifelong learning in theory and practice for a long time.The Japanese commenced a lifelong learning society construction when they realized the side effects of diploma overflowing,speeding population ageing process and the fast-changing of social life, and as well as by considering the trend and thought of international lifelong learning.After the introduction, diffusing,exploring and implementation of the theory of lifelong learning,Japan has made good achievements and results,and has formed a relatively complete system of lifelong learning.Japan takes a lead in the construction of lifelong learning society in the world.With the promoting these activities nation-wide,Japan has built multiple security mechanisms of a lifelong learning society, such as promoting organizational guarantees,ensuring the policy formation process more scientifically and democratically,keeping the problems-solving coordination and cooperation,having the lifelong learning within the protection of law,providing funds to support investment,constructing an outcome evaluation system,and facilitating the implementation environment.All these mechanisms played a very important role for Japan's lifelong learning society construction.However,there are some problems that need to be addressed.For example,administrations and its functions may deviate from what they should be,there are lots of disputed options on "the law of lifelong learning revitalization",and the limitations of government-led lifelong learning are widely discussed,the non-utilitarian purpose of lifelong learning seems to be unacceptable to some Japanese,and various forces have counteracted the implementation of lifelong learning.Different countries have their specific national conditions,so the way lifelong learning operates are also varied,but the experiences of other countries are still useful for us.Japan's experiences in building a lifelong learning society,particularly in the aspect of security mechanism,are useful references for China to construct a lifelong learning society.
