The Program of learning city,started in United Kingdom(UK) in 1995,has achieved great performance with the development of cities and communitie.Many people have benefitted from learning activites.What has been implemented until now is accepted and adopted by many countries.The thesis studies the mechanism of the practice of learning city in UK,including management,coorperation,financial distribution.Through introducing and analysing the successful outcomes in UK,we can find out valuable factors which conduce to the building of learning city in China.As for the managing mechanism of learning city in UK,the national government,playing a significant leading role thoroughly,has been providing a great deal finance,and has been establishing acts,policies and white papers in order to support and promote the building of learning city in society.The local governments and local educational sectors are doing their utmost to put the national government' s strategic plans into practice by increasing lifelong learning opportunites in order to support individuals.Secondly,in the coorperating mechanism,all the parnters coordinate with one another during working together and reach consensus to establish a system of targets,measures, financial distribution and so on.Because of different and special conditions in every place, there are not a uniform mode in practice.However,in a whole,the common ground is still existing among them.And finally,the financial raise and distribution is a key point for building learning city.The national government and all the fields in society are providing human,material and financing resources for learning city.There is another problem which is evaluation mechanism.The mechanism,including three indicators:partnerships,participant,performance,is used to estimate the process and outcome of learning city in UK.And National Vocational Qualification System can also evaluate the periodic learning practice,which can be helpful for the learners' employment.The study is focused on analysis of theories,practice and policies,while a great many cases of cities and communities with rich experiences are showed to support the theories.In a whole,when planing and practising learning city in China,the leading bodies should attach importance to the experiences-and lessons from building of learning city in UK.
