Since times of reform and opening up coming, the traditional system of community management in the planned economy can not fit the needs of the times, as the rapid development of economic socity and the continuous deepening of system transform. The factors, such as the deepening of reform, the acceleration of urbanization, the enhancement of the changes in social structure and so on, give impetus to the born of a new kind system of community management instead of the old one. Therefore, our government pursue the project named "community building" from 1990s. The purpose of this project is to suit of the needs of economic and social development.The essential of "community building" is a reform , the core of which is change the traditional system of community management. It is a process of the transform from the traditional community management to community building. In the reform , the most important question is how to redesign the main role and to re-separate the duty in the system of community management, which will determine the way and ends of the reform. The reform ,lasted for 20 years, has made some advance, but far away from the spirit of times. So far, the condition of mains' function can't meet the needs of economic and social development in the system of community management.So, the paper takes the view of the governance theory, contrasts and analyses various of foreign community governance including the role's design of mains and the separation of duty ,finds the lack-role and missed-role's question in our country's community management system, and suggests a practical solution, rebuilds the relationship between mains in community management ,and constructs a new kind system of community management that meets the needs of our country's economic and social development.
