A Study On Community Funds For Urban Grassroots Community Governance ——Taking Community Fund D Of Dongying City,Shandong Province As An Example

Community governance is the foundation of social governance,and with the rapid development of China's economy and society and the continuous improvement of urban construction level,"community-based" governance has gradually become an important way of governance.However,the past concept of community development can no longer adapt to the current development of society.In this reality,how to solve the new problems in urban communities and meet the growing material and cultural needs of the people has become the focus of our attention.Community fund is a product of localization in China and a new attempt to community governance in some more advanced regions in China in recent years.After several years of exploration and practice,the role played and the benefits generated by community fund in community governance have attracted the attention of many experts and scholars.Based on this,this paper examines the first street-level community fund established in Dongying City,Shandong Province,by starting from a practical case,entering the community as a third-party social organization staff member,using participant observation and semi-structured interviews for data collection,using polycentric governance theory as a theoretical guide,exploring the role community funds play in community governance in practice,and analyzing the dilemma of community funds in the process of community governance.The study found that the community fund has a significant impact on community governance.In the study,it was found that community funds play a role in urban communities to stimulate the vitality of residents' self-governance,promote the accelerated construction of harmonious communities and create a governance pattern of shared governance by multiple subjects.However,in the process of actual participation in community governance there are dilemmas that community funds lack a perfect management system,residents' management capacity is insufficient,and the government's awareness of governance has not yet been transformed.In general,from the role that community funds have played,it is important to promote the integration of community resources,build a platform for governance exchange,promote the participation of multiple subjects and achieve the goal of community governance.In future research,it is necessary to further explore the model of community fund participation in community governance that can be summarized and replicated in urban grassroots communities.
