As the delelopment of China's socialist market economic system, the situation that the unit control the social situation has been broken,some of the social functions of the unit gradually been replaced by the community,the building and developing of community has gain more and more concern and attention.How to build a model of the community governance that suitable to its national or local facts has become an increasingly hot topic .Hebei is a magor provinces,in Bohai Economic Circle and near Beijing and Tianjin. How to learn the successful experience of community governance that at home and abroad is importent for hebei province. Building the suitable community governance model has important theoretical and practical significance. In this paper,we utilize the community governance of Qinhuangdao as a case to explore the complete path of governance in urban communities, Hebei Province.This article first introduces the community governance related theories, then introduces some community governance situation of several typical cities at home and abroad, and summed up its significance refenced in Community Governance for Hebei Province.Second,introduce the survey of Hebei Province and the status of community governance. Through a questionnaire survey, in-depth interviews and other methods to obtain data and analyze them to obtain the main problems of governance.Finally, We conclude the conclusion that we should choose the cooperative Model of city community governance in Hebei province. Description of the cooperative mode, and select the objective basis for cooperative model and theoretical basis of the analysis, and then put forward a sound cooperative mode path. At last,analyze the feasibility of cooperative model.
