Teacher culture presents itself to be the core of school culture. Construction of teacher culture under the circumstances of new courses helps transform teachers' educational ideas, promote their specialization, upgrade school culture, and improve school management. Teacher culture falls into a category subject to historical, dynamic development; it is the sum total of professional mentality and professional code of conduct deeply impressed with time traits, formed by teachers through their professional activities in school and classroom. Teacher culture has a combination of characteristics: it's spiritual, developmental, integrated, unique, moldable, communal and manifold, and it has a cluster of functions: guiding, exemplary, cohesive and readjusting.The present teacher culture has the following main problems: lagging course awareness, conservative value orientation, self-enclosed cultural mentality, inert cultural reform, faint cooperative sense and single teaching method, etc. Under the circumstance of new courses, teacher culture should realize a transformation from manipulated culture to autonomous culture, from culture implementation to culture research, from individual culture to cooperative culture. As implementer and promoter of the new course reform, the teacher is the key factor to the smooth enforcement of new courses. Therefore, in the new course reform, the teacher needs to develop a practical and generative course mentality, enrich a communicative and interplaying teaching method, promote an open and cooperative way of conduct, give attention to the development route of summary and reflection, nurture a democratic and harmonious academic atmosphere. Under the circumstance of new courses, the principal tactics for teacher culture construction include: constructing a solid material culture, perfecting a reasonable system culture, shaping a natural cooperative culture, cultivating a systematic learning culture, forging a harmonious team culture, forming a dimensional appraisal culture, and building a democratic dialogue culture.
