However, as a result of all sorts of reasons, there are many problems on quantity, personnel structure, education training and stability about the construction of university instructor troop.The instructor troop construction situation is investigated in this article basing on Heilongjiang Province ordinary undergraduate course colleges and universities, the questions are found which existed in the instructor troop construction of the ordinary undergraduate course colleges and universities, through analyzing its reasons, the countermeasures are provided on the base of the ideal construction about the instructor troop.The paper expounds the background, research goals and significance, present domestic and foreign research situation, research theory basis, research methods, difficulty and innovation spots, the definition of instructor and role localization.The questionnaires are designed according to actual situation of Heilongjiang Province, and distributed to 10 undergraduate course colleges and universities, show the present situation of instructor troop construction of Heilongjiang Province ordinary undergraduate course colleges and universities by the real data, and then the main questions are raised. Through analysis, the reasons mainly include: lacking understanding about the necessity of the instructor troop construction; The role localization of instructor is inaccurate, the post responsibility is not clear; The methods of selecting and assigning instructor is imperfect; The educating and training system are not perfect; The appraisal and drive mechanism is unscientific.For strengthening the instructor troop construction, the ideal instructor troop construction should have the optimized troop structure, the consummated quality structure and the prefect ability construction.It is proposed that bring the instructor troop construction into the plan developing the school enterprise, further clear instructor's post responsibility, establish and perfect correlated mechanism, thus strengthen the specialized and professional construction of the instructor troop.
