Nowadays, national teacher education is becoming an open system which consists of preservice and inservice education for teachers, and relies not only mainly on normal colleges and universities, but also on some other ones. Teacher education in comprehensive universities reinforces the national education system, and would have become an important part of it. However, the fact is that teacher education in Normal universities does not work as well as expected. Lacking relevant policy to regular and conduct, when nation encourages teacher education in the comprehensive universities, is the main reason for the problems mentioned above. This thesis will present and analyse these problems based on the current situation and the running policy firstly, and then do some research on the national policy about teacher education in comprehensive universities, by considering the history of teacher education in our country and the successful experiences in other countries. After that we will present some suggestions on policy for teacher education in comprehensive universities. Finally, we will discuss some conditions for the implement of the suggested policy, and give some ideas and inspiration for successful constitution and implement of nation teacher education policy in comprehensive universities.
