The policy of partner assistance for colleges and universities in western China is an important institutional design to realize the coordinated development of higher education,promote the rational distribution of higher education resources and realize education equity.In the face of China's Education Modernization 2035 plan and the realization of the overall revitalization of higher education in western China during the "14th Five-Year Plan" of China's education,this study returns to the starting point of the policy,and reviews and reconsiders the actions of partner assistance for colleges and universities in western China in the past 20 years from the perspective of policy tools.The introduction part expounds the research background and significance,the definition of relevant concepts,the present research situation at home and abroad,the theoretical basis,the research methods,the potential innovations and difficulties.The first chapter is the background analysis of the policy of partner assistance for colleges and universities in western China.The policy is promulgated under the background of the implementation of the Western Development and the unbalanced development of higher education in different regions of China.It is a new measure to promote the coordinated development of higher education,a new path to cultivate the self-development ability of colleges and universities in the west and a new mechanism to realize the win-win cooperation between the east and the west.The second chapter is the textual analysis of the policies of partner assistance for colleges and universities in western China.Through reviewing the historical evolution of the policies and referring to the classification of policy tools by McDonnell&Elmore and Schneider&Ingram,and comparing the frequency of the use of policy tools in 22 policy texts since the implementation of the policy,It is found that there are the following problems:First,the excessive use of authoritative tools;Second,the short-term benefits of policy tools;And third,the low degree of systematization of policy tools;The Fourth is the lack of scientific combination of different policy tools.The third chapter is the effect analysis of the policy of partner assistance for colleges and universities in western China.Taking Peking Universities and Shihezi Universities as examples,it has been found that the fund investment and hardware facilities,philosophy of schooling and management capacities,disciplinary construction and scientific and research level,teachers'team construction,education quality and cooperation and communication with others has made obvious progress and remarkable achievements.It has formed the basic experience of "pool all efforts to address major problems","It's better to give a person a fowling piece rather than bread" and "crossing the river by feeling the stones".The fourth chapter is the reflection and foresight of the policy of partner assistance for colleges and universities in western China.Based on the analysis,this paper gives corresponding policy suggestions from the aspects of policy top-level design,policy operation mechanism and policy supervision and evaluation system:First,to maintain long-term,continuous and stable policy supply;Second,to improve the fund investment guarantee mechanism;Third,to optimize the layout structure of partner assistance;Fourth,to optimize the structure of teachers' team;Fifth,to strengthen the construction of specialties with characteristics;Sixth,to promote the co-construction and sharing of digital education resources;and Seventh,to establish the scientific and effective supervision system.The conclusion part summarizes the preliminary conclusions of the study,points out the shortcomings and the potential research directions that can be further deepened and expanded.
