Study On The Cultivation Of Institutions Of Higher Education Evaluation In China

This paper analyses the possibilities and necessity to cultivate Evaluation Agencies for Higher Education Institutions in the present cultural and educational situation. This paper presents the fact that Evaluation Agencies for Higher Education Institutions have definitely provided a new perspective on how to establish relationships between governments, universities and colleges and society. However, these agencies exposed their defects during the implementation. The embarrassment comes from various sources, such as, the inconsistent with traditional culture, the social systems as well as the improper intervene of central governments. The author redefines the role of Evaluation Agencies for Higher Education Institutions as the professional agencies of governments, the information platform for the society and an authority on quality assessment of Higher Education Institutions. Besides, this paper shows that Evaluation Agencies for Higher Education Institutions in America, Britain and the Netherlands are harmonious with their history, politics and culture. Our Evaluation Agencies for Higher Education Institutions can be inspired by these countries'experiences. From the author's view of point, it is possible that Evaluation Agencies for Higher Education Institutions can be developed in a logical and sound way as long as we form the scientific standpoint on quality assurance, transfer the government's role and enforce the law. Moreover, the Education Evaluation System should be subdivided thus improving its efficiency, and certain changes should be made to adjust to the traditional culture along with the new information and technology.
