The phenomenon of improperly-charged school fees has occasionally occurred since the opening-up and reform, especially in recent years; it is considered as one of the tenth unreasonable charges in our country. Our government had warned repeatedly, but the situation has improved insignificantly. Getting to the root of the matter, it must be related to the"economic people"phenomenon which existed in these public organizations. Generally speaking, it regards the"economic people"as the logic starting point to solve the problem in the economic field. While,"educational administrative people"(education institution and its staff) in the public field, is to be undeniable to get into the trend of"economic people". After all,"education administrative people"is not equal to"economic people", because there are evidently differences between public field and economic field. Besides,"personality"and"morality"also must be involved. This kind of people also can called"educational public people", who should be regarded as the logic starting point to solve the problem of improperly-charged school fees in our country, provide a foundation to establish"model"and formulate"solution".This thesis uses theories and achievements in fields of economics, ethics, administration, education, and so on. It also utilizes methods such as historical, logical, and connecting theoretical and practical ways. From the aspects of administrative ethics and administrative management, this thesis analyzes the education institution as the"education administrative people", the ethical responsibility and the difficult ethical position of the education institution, and seeks the ways to realize the ethical responsibility of the education institution.This thesis has seven chapters.Chapter one introduces paper on background, meaning and trends of research both at home and abroad, and the theoretical values and achievements of improperly-charged school fees. Then, it introduces the issue discussed in this thesis and the methods to solve them. Chapter two expounds the general theories of improperly-charged school fees, that is the theoretical base of the article. It mainly introduces theory viewpoints that this article involved, such as new public administration theory, public product, pure public product, would-be public product, public choice theory, public person theory, public administration ethics and so on. The theory of public supply. It also limits the concept of the free education, the charge educate and the unreasonable educate service.Chapter three introduces the change of charged educate in China. This chapter emphasizes the developing process of the education charge system in our country, and the viewpoint that people from all walks of life thought about education charges.Chapter four introduces the appearance of the improperly-charged school fees. It analyses the background of improperly-charged school fees and the hot issues of the problems at present. And it also introduces the reasons harms of improperly-charged school fees..Chapter five describes the way of solution by"educational public people". Firstly analyses the causes of improperly-charged school fees, which including theories as the hypothesis of"the economic man", the"gambling"theory and the theory"the public choice". Then, it introduces the logic beginning to solve the problems of improperly-charged school fees. Finally, put forward the solution .Chapter six expounds the practical ways to solve the problems of improperly-charged school fees according to the"the public person"theory. It mainly realizes the moral autonomy of education management from the administrative ethical level, to solve the problems of improperly-charged school fees much better.Chapter seven is the Conclusion part. It elaborates the significance, the goal and the work contents of this thesis once more in clear, fining, completely, and accurate way.
