Along with developing of secondary education in our country, some high schools' scale become larger and larger in some places. These "ultra-large-scale high schools" contribute to relieving the pressure of enrollment and also bring some problems about. The thesis is a case study on the phenomenon of "ultra-large-scale high school". The thesis consists of four parts. The first part of the thesis reviewed the development of secondary education for the past ten years, and combed the domestic and foreign research literatures on middle school' scale. In second part C middle school's realistic scenes which the author observed in field studying period are narrated in diary. In the third part the reasons that C Middle School' scale expanded excessively are analyzed. Author believes that in the process of school' scale expanding exist gambling between schools' scale and schools' quality and between groups benefiting from school. The excessive expansion of school's scale and bureaucratization of school coerce mutually, both as cause and result of each other. Furthermore, school' excessive bureaucratization influenced deeply by extracurricular bureaucratization. In the fourth part the phenomenon of "ultra-large-scale high school" is reconsidered. School is a place where people are raised. The school's scale cannot only be valued by economic efficiency or managerial effectiveness. In school's organizational reforming, it must be considered that school is a kind of educational organization and students' fundamental interests must be prevented. The "ultra-large-scale high schools" should be governed overall. On the one hand, government must stop "ultra-large-scale high school" to continue to expand; on the other hand, government must speed up the development of middle vocational education and promote the educational quality of weak high school.
