In the 1960s, a research had been conducted by the American government in order to know the equality of educational opportunity and the change of educational quantity after the increases of government spending on education. The most famous study is so-called Coleman Report. Professor James Coleman had been commissioned to write a report a report on educational equality in the America, which was based on the survey of 4,000 schools. In 1966, he published Equality of Educational Opportunity. It has been seen as the introduction of school effective evaluation, which has fueled debate about'school effects'.The American educational law - No Child Left Behind, which was published in 2004– asks all states to organize texts of reading and Mathematics among all students while schools have to take related responsibility. In order to reduce the influences of students'background, about 20 states have introduced value-added assessment of students'performance in examination into school effective evaluation. In the UK, similar job has been conducted since 2000. In 2004, value-added assessment has been officially introduced. On the 13th January 2005, the British government published the 101 most value-added schools and 95 universities, which made the largest progress based on the value-added assess. In Asia, the system of school effective evaluation has been introduced as well. In Hong Kong, for example, the school value- added data system has been designed as part of the guarantee system of school educational quality. A lot of researches have been done in China as well. As early as in 1994, Sun Mian-Tao, Professor of Huazhong Normal University, published Xuexiao Xiaoneng Chutan (General discussion of school effectiveness) in the Journal of Education and Economy. In China, the discussion of school value-added assessment considers about school effects on students and using students'value-added indicators to evaluate school effectiveness and efficiency.Along with the rapid development of national economy, Chinese schools have had to deal with higher social requirement while governments start to assess schools'effectiveness and efficiency. As a result, it has been concerned to introduce the school effective evaluation system. In order to do the best, we should and must do enough theoretical research in advance. The piece of work is the report of the research.
