As the development of economic and science, education has become the most basic and the most effective impelling force of national development. In our country, we have been paying much attention to the improvement of the education level and environment and have achieved the quite prominent achievement, but the average person's school life is still low and the person's school life expectancy has the obvious disparity comparing with the developed country, therefore, it is an important question of the current educational strategic research to advances the citizens' school life systematically.In this article, the author utilizes the tendency forecast, function for solving, Gini analysis, data model and some other empirical research methods to make the systematical analysis on the school life. Through the research, the author constructs the development model and the future forecast method of average person's school life in our country, proposes the function mining and the computational method, makes the preliminary discussion on the education dividend caused by population distribution and its following influence. Through the Cobb-Douglas Function, the author makes the actual reckoning on the contribution rate of the average person's school life to economic growth and discusses the possible avenue to lengthen the free educational time from the angle of education finance by the way of comparison with the developed country. Through the analysis of Lorenz Curve and Gini Coefficient, the author conducts the empirical research on the overall equalization and the unbalance of the school life in our country, and discusses its future tendency and avenue of educational strategic intervention.In this article, the author thought that the average person's school life has its development limitation with the form of non-linear growth and decrease and this rigidity feature is the basis of rationalization on formulating the educational target strategic. Nowadays, some educational policies have the trend of impracticality and blind optimism, which can influence the healthy development of education. Additionally, since the average person's school life is also influenced by the population distribution and its development tendency, the current distribution could bring the education dividend at some certain periods, but along its dissipation, the future national development will face the serious pressure of human resources need, therefore, to formulate the education strategic should be practical and have the great foresight in order to accept the future challenge positively. From the real situation, since the average person's school life can be regarded as the historical superimposition of person's school life expectancy, the practical strategic to increase the average person's school life is to increase the person's school life expectancy and optimize its structure, especially its development sequence. From the external property of school life, it has the significant overflowing effects on politic, economic, culture and so on, while through the practical calculating, the educational contribution rate in our country is still low, thus, it is necessary to adopt the stable policy of 12 years free education system to advance the educational expenditure increasingly and improve the educational environment. From the internal educational balance, the unbalance circumstance exists among the provinces and cities, which is caused by the restriction of economic development and the discrepancy of educational expenditure. Therefore, we must adopt the form of discrepancy treatment and strengthened subsidy and improve the educational development of poor area to advance the equalization, the sequence, harmoniousness of educational development in our country.
