Poor College Student Financial Aid

With the continuous advancement of China's reform of higher educational systems, especially the reform of tuition systems after conducting merged admission, the phenomenon of students with financial difficulties has been becoming more and more evident, which has already become a focus as well as a social hot issue in the development of higher education. As a result, studying the group of university students with financial difficulties and improving the financing systems of these students have important theoretical value and social significance.Students with financial difficulties refer to those who cannot afford living expenses during school time after collecting money as possible as they can. This group of students has the characteristics of a wide range of poverty, a deep degree of poverty and regional differences, and the reasons are as listed: rapid increase in tuitions; impact of urban and rural social structures; imbalance in regional economic development; natural and man-made disasters; unemployment or diseases of parents; and other subjective reasons on the part of students themselves and their parents.Since 1950 till now, China's financing system for university students with financial difficulties has experienced a developmental process of more than 50 years during which we have set up comparatively complete financing systems of awarding scholarships, giving student loans, allowing part-time work, giving subsidies and fee remission. These systems have played an active role yet meanwhile they also have some inadequacies: in terms of financing benefactors, governments lack supervision, management and education input; the financing system is not perfect; student loans' program develops slowly; other organizations and enterprises lack financing motivations; in terms of recipients, those students lack subject consciousness and a sense of integrity; in terms of results, we cannot ensure equality and efficiency. All these are due to the following reasons: the transfer payment system is not sound; difficulties in employment attribute to paying back the loans; aiding the poor and educating the students are separated; the whole society is devoid of charitable culture and atmosphere.Above all, improving and perfecting financing systems for university students with financial difficulties have a vital significance in cultivating qualified socialist builders, promoting social and educational equality and building a harmonious socialist society. Solving the problems of those students is a systemic project which deserves all-round efforts and the main measures are as followed: enhancing the awareness towards financing systems; strengthening the education of university students; prompting governments to do better in this respect; improving employment environment and loan-paying systems; cultivating charitable culture and mechanisms; improving supporting work.
