At present, the poverty alleviation in China has been in a critical stage. As one of the important parts of poverty alleviation in China, the supporting work for university student with financial difficulties in the universities has drawn great attention. General Secretary Xi Jinping put forward the idea of targeted measures in poverty alleviation, which aims to prevent poverty from being passed down from generation to generation. The idea of the precision supporting has been widely acknowledged by most of the universities and multi-supporting systems in helping these students are being built. Even though the national supporting policies have been implemented, these still lacks a scientific and rational precision system in recognizing the students with financial difficulties in universities. And it has become one of the most important problems for the universities. In order to meet the requirements of targeted measures in poverty alleviation from Chinese Communist Party Central Committee, the related workers in the university should deepen their understanding and improve the quality in supporting the students with financial difficulties.The data in the thesis are based on the research of S college. The author collected the related information of students with financial difficulties in S college in the recent 4 years. The thesis firstly introduces the basic information of the students with financial difficulties in S college. By analyzing the "first-hand" data, the author discovers three characteristics of S college in recognizing the students with financial difficulties:1. The gap between A level (students that are considered very difficult in finance) and B level (students that are considered difficult in finance) is very big.2. There is no positive correlation between the amount of university fees and the quota allocation of students with financial difficulties.3. "Green Channel" is an effective reference factor in recognizing the freshmen with financial difficulties. Meanwhile, the author surveyed 532 students in S college by the questionnaires, who are freshmen, sophomores, juniors and seniors. By analyzing the questionnaires, the author discovers some questions and challenges in recognizing the students with financial difficulties in S college. First, the recognition standards are comparatively vague and the operation of the recognition information is weak. And in details the problem mainly includes the following:the standards of recognizing being poverty is hard to operate, the setting of poverty classification is unreasonable, and the standards of recognizing being poverty is stagnant. Second, the accuracy of the information can not be ensured as many agents participate in it. For example, the validity of poverty certificate is hard to distinguish, the participants in democratic discussion are from different levels and the staff in the financial supporting team change frequently. Third, there are some limitations in the way of recognition and the data analysis should be improved, and so on. As for the dilemma in precision recognition, S college tries to get some breakthrough and two kinds of the efficient experience have been obtained:the democratic discussion in class and the experience in Clothes-loving hut. The former makes sure that the students have the opportunities of expressing their ideas freely. And the latter ensures that the students could get the clothes by doing some work in the hut in stead of owing the credit debt.Combined with the working experience and the results of the previous two researches, the author tries to establish the recognition system of different levels and different classifications based on the students’self-evaluation. The creativities may lie in the following aspects:first, the author tries to establish the recognition methods of different levels and different classifications from the quantitative and qualitative perspectives. The author designs the index system of financial difficulties that can be operated in S college, which is supposed to decrease the subjective mistakes in judging. Moreover, the author adds the rank of "At the edge of financial difficulties" as the third type. And list the names of students who get financial difficulties because of emergencies. And set the emergence plan for supporting. What’s more, the supporting can be divided into "unpaid supporting" and "paid supporting" according to the needs of the students. Simplify the procedure of the recognition of A level, which is supposed to reduce their burden. Second, set up the self-evaluation system based on the monthly consumption democratic discussion. The judgment will be given to the leader of the group and other students just discuss about the monthly consumption and the behaviors of the students in college, which is a protection of the privacy and self-esteem of the students with the financial difficulties and a kind of enhancement of the flexibility in the recognition.
