Social work is a noble profession severing for the needed especially the vulnerable group of the society. This dissertation is based on the statistic analyze of investigation and documents research, using the "Two Factor Theory" of Fredrick Herzberg, taking the situation of the social work professionalism in Baoshan District as the sample to expatiate the current situation of Shanghai social work professionalism from the public administration side; to analyze the exiting problem in the social work professionalism; to discuss the role which the government plays in the progress of social work professionalism development, At the same time, it is hoped to provide a new point of view to promote the social work professionalism progress, to arouse the focus and attentions to the social work professionalism from the government as well as the whole society. Since the research discovers that the career guarantee of social work in Shanghai has not been fully protected, the social worker seem to lack sense of belonging to their work and self-identification because of the ordinarily lower salaries and welfare, worse working environment and condition. In conclusion, this research aims to point out that our government should provide political supports and guarantees for the social work professionalism from the public administration side to fulfill social workers' needs of professional guarantee in order to stimulate passion of social worker as well as speed up the social work professionalism in Shanghai.
