They have made great contribution to the nationwide popularization of higher education. As for currently civilian-run higher education theory is poor, there are lot's of problems as the cost shares mechanism vacancy in the development of the Civilian-run higher education, we manage to find the primal problem that exist in the civilian-run higher education. Comb developing theory's to civilian-run colleges and universities, draw the experience of the advanced country, we will put forward relevant countermeasures and suggestion to civilian-run higher education. It's pointed out that we must perfect education idea, rationalize the property relations of civilian-run higher education; reform the managing system , strengthening fairness; and the cost shares mechanism should be perfected; intensify the internal management and prevent the loss of control over management, etc.
