At the turn of the century, the rapid development of science and technology, as well as economic integration is sweeping the world, today's college arts education are facing of two forces ,that is, globalization and information technology, which is a golden opportunity for arts education development. The socity is has put forward higher requirements for high-level talent in the arts community. As well as an inevitable requirement for arts education in to a higher level. As a long-term the education policy of the Ministry of Education, evaluation of Art education in China is necessary measures to promote the development of the arts colleges and universities and quality construction. Which is the key to improve the core competitiveness of art colleges and universities. Education evaluation for arts institutions is an important means of improve art colleges quality management education and an important symbol of art colleges and universities to achieve more scientific and democratic and modern teaching quality management.In 2003, China formally promulgated the "Provisional Regulations on the evaluation of teaching colleges and universities", marking the official beginning of the evaluation of teaching institutions of college education.
