Japanese Private University Tuition Subsidy System Research

Developing private school is a crucial way to popularize and develop high education. Nowadays, progress of private university is restricted by the contradiction between high tuition and impoverished students. The contradiction goes against the principle that each student has right to be educated. Japanese cultural background and educational tradition are similar with China. The characteristic development of Japanese private university has typical significance. In view of the above-mentioned facts, using the experience of how to develop private university and the policy of subsidized tuition are helpful for us to accelerate ours.Such research methods as theory analysis,comparative analysis and case analysis are used in this paper. Author introduces the development of Japan private university and the tuition at present firstly. Author focuses on the introduction of subsidized tuition system and takes Waseda University's all kinds of scholarship as example. On the above basis, to the status quo of our private universities and problems of subsidized tuition in our country, author draws lessons from the practical experience of subsidized tuition in Japan private universities and advises on how to develop our private universities. It holds that we should perfect legal system and legalize subsidized tuition; private universities should create new sense of subsidized tuition and exert themselves fully; special education development banks and insurance institutions for tuition should be established; we should develop social scholarship and enlarge sponsors and we should attract social aid and establish perfect managing system to assist the impoverished students.
