This research is carried out under the new curriculum reformation, and the wide study of resource-based learning at home and abroad. It is entered into the research from a unique perspective: First of all, new requirements of Chinese reading teaching in primary schools are summarized which are from the new curriculum standards. Then, the consistency of instruct-reading teaching model and the new curriculum idea is elaborated. The superiority of instruct-reading teaching model in primary schools'Chinese reading teaching is also elaborated. Based on these elaborations, it is derived that instruct-reading teaching model is fit in primary schools'Chinese reading teaching. After these, for the difficulties in the Chinese instruct-reading teaching model, a solution is brought out, which is building an elementary schools'Chinese instruct-reading teaching model of digital library-based.Under the guidance of constructivism theory, resource-based learning and reading teaching theory, with drawing on the many advanced ideas of instruct-reading teaching models, this research constructs an elementary schools'Chinese instruct-reading teaching model by the combination of deductive method and inductive method. The constructing process adheres to systematic, scientific, open, operable principles, and the principle of "teachers are instructors and students are the main body". In the course of the study, two teachers are chosen as cases. The study mainly uses action research method, supplemented by a number of other research methods, including surveys, observation and other data collection methods, as well as literature research method, content analysis method, and so on. After a preparation stage before practice and the mode's perfecting stage, an elementary schools'Chinese instruct-reading teaching model of digital library-based is formed. The theoretical basis, teaching objectives, supporting conditions and operating procedures are determined. And, the model is used in teaching practice to further study its teaching effect.In this research, there are many innovative aspects, including the research ideas, subject's point of view, the methods used to construct model, and the eventual model. This study has great theoretical and practical significance: helps to deepen the study of resource-based learning theory; contributes to the integration of information technology and Chinese curriculum; helps to deepen the reformation of the new curriculum; the model has great value in first-line Chinese reading teaching in primary schools; the formation of a wealth of teaching practice resource which is available for other teachers; improves the reading ability and information literacy of students; improves the information technology literacy of teachers, and promote teachers to develop as "research" teachers, and so on.After a series of research and practice work, this study has been made with some success: the teaching concept of teachers is gradually changed; in the classes which have implemented the teaching model, the reading ability and information literacy of students are enhanced; in the implementation process of the teaching model, digital library plays a significant role. But at the same time, there are some shortcomings in this study: the evaluation standards of this model have to be explored; it is also necessary for conducting in-depth study of the practice about a variety of different styles; the model has yet to be explored further in the lower grades in primary schools. More in-depth research will be carried out in the future to constantly improve the model.
